Beef and Barley soup

I got the basis for this soup out of a newspaper a long time ago. I had to make a few subs because I couldn't find exactly what the recipe called for, but this is the final version that we've enjoyed for many years.
It makes a fairly large pot of soup and feeds our family with some for leftovers. We love to eat baking powder biscuits with it. Yum!!
1-1 1/2 lbs ground beef
1 onion, chopped
Garlic, 5 cloves, minced
3 celery stalks, sliced
1 can green beans (or 1 cup)
3-5 carrots, sliced
1 C barley
2 8 oz cans tomato sauce
4-5 beef bouillon cubes (5 tsp beef soup base)
5-6 C water
2 tsp chili powder
Salt and pepper to taste

Brown grd beef with onion and garlic. Drain fat and add remaining ingredients. Simmer at least 45 minutes or until barley and veggies are tender.
